35. The density and dynamism of international and national volunteer exchanges place Senegal at the forefront of volunteering. Volunteerism strives to "leave no one behind" and mobilizes more than 50,000 people for sustainable development. In addition, it plays an important role in community development, including health and basic education. Regarding SDG 5, on gender promotion, 12,054 women benefited from 76 community-based microprojects. Since 2020, volunteering has been at the forefront of the fight against the Covid-19 pandemic.
36. Senegal has adopted Framework Act No. 14-2021 on volunteering, which aims to establish the legal framework for creating an environment conducive to the promotion and development of volunteering.
37. In addition, volunteering is a vehicle for social inclusion. As such, Senegal is promoting volunteerism to combat mass youth unemployment through the rapid implementation of the emergency plan for socio-economic integration and youth employment (XËYU NDAW ÑI). In June 2021, a special campaign made it possible to recruit 1,000 volunteers from the National Civic Service and 500 socio-educational animators for the management and animation of the youth infrastructure network. The continuation of this policy will enable Senegal to implement strategies and policies to "leave no one behind".
